Study On Early Learning Standards In Texas Of America

To improve the quality of early childhood education, and to enhance the level of school readiness for children, scientifically developing and effectively implementing early learning standards has become a major trend of the early childhood education development around the world since the new era. States are encouraged and funded by the federal government to develop the state’s early learning standards. The state of Texas when promulgated the early learning standards in 1999 is one of the first America state to develop early learning standards. After nearly a decade of amendments to it, the Texas State early learning standards have improved steadily to become a model of "detailed, specific and comprehensive". In this paper, the author tries to study the development process of the early learning standards in Texas and mainly bases on detailed analysis of early learning standards revised in 2008 to provide inspiration and reference for the development and promotion of early learning standards in China.This paper consists of four sections:Section one is introduction. This section explains the purpose of this study, reviews the previous studies on early learning standards in America, as well as on early learning standards in China, and defines some core concepts.Section two explores the background of the Early Learning Standards in Texas of America from the two aspects of the background of times and theory, and explains standards’process of development and improvement.Section three systemically describes and analyzes the content of Early Learning Standards in Texas of America, which involves systematic structures, guiding uses and ten domains’content standards.Section four reveals the characteristics of Early Learning Standards in Texas of America, which consists of systematic and coherent structure, developmental and appropriate ideas, and basic and practical content. Besides, it illustrates some inspirations from Early Learning Standards in Texas of America:on one hand, the development of standards requires an open and continuous process, on the other hand, standards’text should be structured and operable. What’s more, standards’content should take the breadth and depths into account and the promotion of the standards should focus on unity and flexibility.
