Taking North Carolina’s Infant-Toddler Foundations as objective, the dissertation makes the study on the guidelines’ development background, content as well as characteristics and functions of this guidelines systematically, comprehensively and deeply, in order to give reference and useful experience to China.The paper consists of five sections:Section one is introduction. This section is to introduce the reason and the purpose of the study. define the core concept, review the previous studies on American’s 3-5 ages early learning standards and 0-3 ages learning guidelines for infants and toddlers, explain the ideas and methods using in this study.Section two is the background. This section introduce the developing background of North Carolina’s Infant-Toddler Foundations, including the "Standards-Based Movement" in elementary school and the new achievement in the children’s brain science.Section three anlayzes the main content of North Carolina’s Infant-Toddler Foundations, which involves guiding philosophies,systematic structures and basic learning and development domains content.Section four reveals the characteristics and founctions of North Carolina’s Infant-Toddler Foundations. Characteristics consist of rigorous and innovative in structure, a diverse and inclusive sense in ideas, caring about internal development of infants and toddlers in content, linking with daily life in practice.Founctions includes providing rich content and materials for infants and toddlers education in North Carolina, improving the overall teachers’ level of infants and toddlers education in North Carolina,promoting the cooperation among parents, teachers and researchers in North Carolina.Section five concludes the inspirations from North Carolina’s Infant-Toddler Foundations: Infant-Toddler Learning Guidelines should consider the continuity of education, should be comprehensive, balanced and focused, should match the specific age and conditions, should be easy-understanding and easy-operation.
