This paper,’on the development and construction of management mode of the community sports market’, mainly uses the comparison analytic method, interview method, literature review and other research methods to have a preliminary understanding of the current development situation of community sports, to classify research according to the city sports population age, gender, family income, training time and the choice of the project. The results show that China’s community sports both in hardware investment and maintenance are in the awkward position of nobody’s management. And social sports instructors, although have a obvious increase in recent years, but the structure is not reasonable. Being highly educated and younger is the problem the sports instructors team are facing nowadays. The difficulties of the raise of community sports funds,overmuch of management departments, disorder of funds application procedures, limitation of the right of the streets and other management units, are all the factors that hinder the effectiveness of investment of the sports facilities and community organization. The participants are mainly old people. There is still much to do to reach the aim of fitness for all.The present study based on the literature review of the above issues has reach a conclusion that no matter sports facilities investment or sports consumption per capita in city has more advantage than that in the rural area resulting from the rapider development of economy in urban area. And our country strongly advocated the development of the tertiary industry. With the consider of the above problems, this paper analyzes the more specific unit’Community’ and distinguishes the essential differences between ’Residential sports’ and ’Community sports’ combining the consumption structure and development of sports. Born under the condition of market-oriented economy, the development of the potential market value of ’Community sports’ should be based on the consumption ability of the resident population, living environment, the needs of quality of life. With the rapid development of city, the service and facilities in modern community is becoming better and better and people are more and more aware of sports. The concept of’purchase health’has been the Gospel of the development of sports market.On the basis of the own advantages of community and market economy and sports management theory, and through the analysis of its blocking factors, this paper develops the idea of developing professional service management team of community with market economy as the guidance and macroeconomic regulation as the basic mode. The construction of sports management mode provides plan for the relevant government department, boosting domestic demand, develop the tertiary industry and provide reliable scientific basis. Community sports is the component of social sports. Sports market is inseparable from the development of mass sports.
