At the sametime, the university-run industries also play an very important role in promoting theuniversity-Industry cooperation, Adjusting college disciplinary structure and researchdirection, supporting the university’s discipline construction and development, Improvingcomprehensive scientific research level, Stabilizing the research team, Cultivating creativetalents, and Making up for the shortage of educational funds. Developing University-runindustry is an important way for the university to serve society, it is also a "benefits thenation the people and the university" career. However in the process of development, Thereare many problems that seriously hampered the development of the university-runindustries. Such as, the relationship of the university and industries is not in harmony,overstaffing and aging, The University-run industries are heavily taxed, Property ownershipis unclear, Operating mechanism is not flexible, Payment in arrear. All of these problemsrestricted the development of the University-run industries. The fundamental cause of theseproblems lies in operating mechanism and management system. It is a tendency thatunderstanding the present situation and the development laws of the university-runindustries from mechanisms innovation and standardized management perspective,exploring the new development model, providing a theoretical support for their sounddevelopment.By analyzing the developmental patter that generally-adopted by the university-runindustries in China and abroad, summarizing their experience, this paper puts forward annew development model:“firewall" model which based on one country, two systems".This paper is divided into five parts: The first part of the article expounds the purpose，significance, content and ideas.
