Research On The Urban Community Service System Construction

With the development of China’s modernization, the urban community service has upgraded from the infrastructure phase to management and service phase. Due to the changes of the service object and function, China’s traditional community service system, which targets the civil administration, can not adapt to the various requirement of the local residents any more. As a result, a brand new community service system needs to be setup to match the current social development situation and be able to further enhance community service supply capacity. This paper has been accomplished based on three perspectives, the combination of the theoretical research and case analysis, the consolidation of descriptive study and explanatory research and the study of participatory observation and interview. According to the principle of "Demands oriented, serving the livelihood of the people; governmental leading, many parties are involved", a wholly new urban community service system framework has been built up. Furthermore, this article combined with realistic problems summarized from the urban community service system and relative realization methods and solutions. This article includes four parts. Firstly, through the research of domestic and international community service theory, this paper comes up with the frame of community service system. These aspects are community employment security service, endowment relief service, convenience commercial service, voluntary public welfare service, party building culture and education services. Then, it summarizes the main problems of community services. Through the combination of the interviews of the community, some specific problems in community service are revealed. The problems such as unclear responsibilities, staff shortages, lack of resources, lack of functionality and other problems. Finally, based on the theory of new public management and new governance and practical experience of community service at home and abroad, a serious of innovative solutions have been proposed, from the perspective of the diversity supplying subjects, fund, human resources, service and management.
