With the implementation of teachers’ performance pay reform in compulsory schools in China, it’s more and more urgent that a scientific teacher performance evaluation system should be established.The United States is the origin of teacher evaluation. In recent years, the quality of basic education in public school has caught attention from all sides of the country. Teacher quality is considered as the most important factor for students’ academic achievement in school. To raise teacher’s quality, the Milken Family Foundation created the Teacher Advancement Program (TAP). It’s one of the most influecial reform model in America. Based on deep researches, TAP has established four main elements:multiple career paths, on-going applied professional growth, instructionally focused accountability and performance-based compensation.This paper includes five chapters. It begins with the combing of teacher evaluation theories in America, and this reveals the main ideas of teacher evaluation. Then, the paper draws a picture on TAP’s background and displays its main content and mechanism of implementation. From the case study and data from the TAP schools, it can be concluded that TAP has many adavantages and its success lies in its value of teachers’ professional growth. TAP emphasizes that teachers’ performance evaluation should be attached to teachers’ professional growth.This paper mainly uses documentary method and comparative method to comb and analyze the history of America’s teacher evaluation, making a compare between China and the United States. Moreover, case study is also used to give a deep analysis of TAP.Lessons learned from TAP suggest that China should adopt a professional route for its teachers’ performance reform, establish evaluation standards and reflect the advanced education concepts.
