The illegal birth group under this research refers to the Chinese people choosing to have more children than a defined number from the late1970s and early1980s, which means the parents of the extra births. Owing to be labeled an offender, they was largely ignored by the mainstream research, their living state is still in mystery.In the first two chapters, the author explicates the Significance of this paper and reviews the correlation theories, policies and researches. Next, explain the design of this research, which analyses the influence of family planning policy via explaining the development track of the living state of the early illegal birth group who broke the law in1980s.The forth chapter first introduces the relevant policies and describe the sample, then explore the living state of the illegal birth group in material and spiritual aspects. The material life of them is found to have been experiencing bitter first and sweet later. Among the related factors, personal condition has priority over the Social Support Expenditure and other punishments. Especially, the value of children are playing an important role in increasing family income when their parents fading into old.In respect of mental life, the illegal birth group is relatively satisfied with the family life and social relationships expect the first stage. Moreover, the overwhelming majority of them seldom regret for giving birth to the extra births. As to the way to provide for the Aged, most of them take a positive attitude, because they have more chances to keep at least one child around them.As it is said, bringing up children can prevent one from poverty and loneness in old age, with more sons, with more happiness. The fifth chapter points out that whether we can achieve prosperity only by means of decreasing birth number in face of such a super low fertility level. The last part of this paper will discuss the disadvantages of the interest-oriented mechanism of family planning policy and then put forward some suggestions to make the policy birth rate return to mean.
