The Role Local Government Plays In The Development Of Private Higher Education

Private higher education is the key part of socialist education, belonging to public interests, beingimportantfor deepening education reform, broadening education input channel and promoting educationdevelopment. Private higher education is also an effective way for promoting private capital change,making rational allocation of educational resources, innovating educational competition mechanism andstrengthening education energy. It plays an important role in national education career and the developmentof the society. Therefore as local government, how to play a positive role is very important for privatehigher education’s survival and development. In recent years, China’s central government and localgovernment take private higher education development very seriously and have issued some regulationsand policies to promote private education development. Most Chinese private higher education is governedby local governments. After carrying out the Law of Promoting Civilian-run Education of P. R. China,Henan also carried out some relevant policies and regulations. Besides, Henan ruled a number ofsubstantial supporting policies for land use, the preferential tax and credit policy, special funding, andteachers--students enjoying equal treatment. These policies promoted the development of private highereducation. But, a lot of policy and regulation implementation didn’t fully play their due role in promotingand achieving the desired effect. Because of some of the concept, the absence of the dislocation financial,management the offside, and policies on the service and a virtual space, the local government also has notcompletely fulfill their due responsibilities. To promote private higher education local government mustfully understand the importance of private education development for private higher education. Localgovernment should renew and improve education idea, correct dislocation, improve implementing, make up absence, manage reasonably,improve supervising,supply better service,develophealthily.Besides,local government should play the role of guides, sponsors, regulators, executives andservers.
