Research On The Development Of Local Government Assistance For Private Higher Education In China

With the National Conference of the private education,private education will have a broader perspective and not the same opportunities.Private education has become an important part of socialist education,although the current education is not the protagonist,but it is different from the public institutions management mode,so that the country plays a balanced education market and unique social value.For the past few years the higher voice of private higher education funding problems,should also appear a series of private higher education enrollment difficult,difficult issues such as capital turnover and gradually being put on the agenda,but the situation is still not fully resolved by the private higher education funds and the government as funding dilemma.Private higher education should be supported by the private higher education,whether it is based on the principle of fairness or the principle of cost sharing.The private higher education and public institutions bear the same social responsibility,equal talents for the society,but how to reasonable and effective allocation of public resources,determines the development of private universities and the national education reform.Based on the influence of the private higher education on the whole educational reform,we have a correct understanding of the difficulties and problems in the government subsidy,and improve the relevant countermeasures,which will promote the sustainable development of the private higher education.This paper is based on "private higher education government funding for the development of the problem" as the main line of analysis and research,mainly from the following six chapters:the first chapter,introduction.The background,significance and methods of this paper are briefly stated,and the existing viewpoints are summarized.The research ideas and technical context of the article are pointed out.The innovation points and deficiencies of this paper are pointed out.The second chapter,the concept definition and theoretical basis.This chapter introduces two concepts of private higher education and government subsidy,and introduces the relevant theoretical basis of private higher education and government subsidy policy.The third chapter is the analysis of the current situation of local government funded private higher education.A brief introduction to the private higher education is the two most commonly used way of government funding;the two is the analysis of the whole stage of private higher education policy evolution,the private higher education policy evolution through elaboration;the three is the analysis for the local government on the overall status of the private colleges,mainly from the central and local government policies the two part introduces the overall financial investment;four is the status of Zhejiang,Chongqing funded some typical local government analysis.The fourth chapter,local government funding problems and the reasons of Private Higher Education--Based on the investigation of Liaoning provincial domain.According to the on-the-spot interview and questionnaire are summarized in part of Liaoning Province on the lack of government funded private colleges need to solve and points lead to lack of reason,through the above analysis of the existing problems more clear understanding of government subsidies and from which aspects to solve the above problems.The fifth chapter,the comparative study of the government at all levels to the private(private)higher education funding.This chapter summarizes the American and Japanese private higher education policy and practice of financial investment,with the aid of private higher education in China,points out that our government funded private higher education experience.The sixth chapter,the suggestions on improving the government funded private higher education in Liaoning province.In view of the existing problems and the causes of the problems,combined with China's government financial capacity,according to our government funding problems and the reasons of private higher education,and put forward the"Legislation construction + financial appropriation + matching management",in three aspects of specific recommendations.In this paper,the private higher education funding policy needs to rely on the introduction of a series of private education policy learning.Research methods use the combination of theoretical and empirical research methods,the core is the policy text analysis,comparative analysis and survey research methods.The research questions are classified and defined,and then summarize our country promulgated the policy of private education and text analysis and analysis of typical local funding status,and interviews and questionnaires related information and data in Liaoning province funded private colleges,according to China's relevant laws and regulations and to read foreign data collection,to combine qualitative and quantitative analysis,using the method of logic analysis and comprehensive summary of the Chinese government on private higher education funding problems and countermeasures.
