Since2000, China implemented a new round of rural school consolidation, which to improve the quality of the rural school, improve the efficiency of the allocation of educational resources to has made important progress, and had a profound impact on basic education in rural areas. Great improvements have been brought changes about school distribution and education quality. However, many social problems and conflicts have also been exposed,such as a long journey to school, hardness to school, which have caused a great attention of society from all circles. The school consolidation which is an important educational reform policy, closely related to students’, parents’, teachers’ and communities’interest. Family as a direct demander for education, they have the most deep feeling for the change of school. we can know about the needs of the general public from the parents’perspective. Therefore, if lacks the content of the parents group, it will be a great regret to school consolidation policy research.Parents and childrens as direct stakeholders of the layout adjustment, they are the beneficiaries or losers.They may enjoy high-quality educational resources,or paying a heavy price for school due to school consolidation. However, what worth to ponder is the profit losers are mostly in the bottom of society family,where they live, the low-performing schools such as small schools to be merging due to school consolidation, in the context of the social stratification and the unbalanced development of compulsory education. All these scattered individual is mostly a peasant family, they have slight influence to the policy. Due to the natural conditions, economic and social factors and other reasons, they bear the cost of the layout adjustment policy reforms. If the lack of corresponding compensation mechanism, will have a greater harm to the disadvantaged groups in society.Therefore, it is necessary to study compensation for the disadvantaged groups.This paper is divided into five parts. The first part puts forward the research question and the existing research literature review, and explain the purpose, method and significance of the research. The second part is based on empirical research, mirrors the effect and influence of the school consolidation from the parent’s perspective. Including the attitude and participation of parents to school merge, the evaluation of the effect on schools merge, the convenience of the children to school, the child’s school life, school quality of education and family burden. The third part is based on the basis of interviews, described what the losses are the disadvantaged groups in the current school consolidation. The fourth part analysis of the necessity of compensation for the disadvantaged groups of school consolidation. The fifth part puts forward the construction of the compensation mechanism to the disadvantaged groups.
