With the rise of mobile internet and the spread of smart mobile devices, mobile Apps become more and more common in our daily life. Tablets are considered as a great tool for early childhood education since more children are able to access or use mobile Apps. Therefore, we shall take the needs of Apps’ direct users-Children and indirect users-parents into consideration to design a high-quality Children Education App.In this paper, we first investigate the role of 3-6 years old children’s parents played through questionnaires. Then we explore the factors that influence parents when they choose, buy, and use the children education Apps through interviews. After the analysis and summary of those factors, we constructed 4 Quality Experience Indexes(QEIs) for parents according to User Experience Model. The four QEIs are Perception, Interaction, Content and Parents, and their corresponding 20 secondary indexes.We choose “Wu Kong Literacy” as an example to quantitatively analyze the Satisfaction of Quality indexes and then obtain the index should be improved and its priority according to the parents’ attention on each index. Finally, improved design was carried out accordingly.The QEIs proposed in this paper for mobile children education Apps from parents’ perspective not only offers the ideas and methods for the design and improvement of children education Apps, but also provides guidance for such applications to open parents’ market.
