In order to create favorable teaching environment, guarantee in conformity with legal provisions and improve teachers’wages and benefits effectively as well as establish good mechanism which can attract talented people to teach for a long time, life-long career, the State Council passed Guidance on the Implementation of Performance salary in Compulsory Education Schools at the end of2008, which stipulated that performance salary system should be carried out in the compulsory education schools since January1st,2009.Performance salary refers to labor remuneration based on employees’ performance. Implementation of performance salary at compulsory education stage, on the one hand, can improve teachers’wages and benefits so that teachers’income level can be guaranteed and their status can be further improved, thereby the attractiveness of the teaching profession itself can be increased and more talented people will be attracted to pursue teaching career. On the other hand, it will reflect the distribution principle of distribution according to contribution, more pay for more work and award more for excellent quality, therefore the phenomenon of egalitarianism and seniority will be avoided and incentive function of the salary distribution will be developed to the full so that teachers’enthusiasms in work will be aroused. Although performance salary has attained certain achievements after being carried out for three years, it is far from achieving the ideal state.The thesis make a historical review on the implementation of performance salary among schools at compulsory education stage in China since2009and conduct an analysis of the problems and causes in the reform of performance salary of China’s compulsory education stage. Main problems reform of performance salary of China’s compulsory education stage presented in the thesis are as follows:performance salary in the stage of compulsory education still lacks of adequate funding guarantee, performance appraisal in the implementation is not fully in place as a systematic project, inequitable problems exist in the allocation of performance salary, etc.The thesis considers that main reasons causing performance salary problems lies in the unreasonable financial sharing system and path dependence that existed in carrying out the policy, which lead to great difference between urban and rural teachers’ salaries as well as incomplete system of performance salary system so that the incentives and guiding role of performance salary will be affected.In the thesis, the basic ideas about solving the problem of performance salary system in China’s compulsory education are as follows:transforming the education concept of the government, ensuring stability of the financial investment on education, formulating relatively unified distribution indicator system in designated areas and strengthening the regulatory mechanisms of the performance salary at compulsory education stage.
