The traditional teacher salary system has the tendency of equalitarianism and thissuppresses the working enthusiasm of the teachers to a certain degree. So, the StateCouncil decided to use performance salary system. Since its implementation, on theone hand, the performance salary system motivates the teachers, and the teachers’working enthusiasm improves significantly. On the other hand, there are problems thatexist in the implementation process. This paper takes WZ District of Chongqing as anexample, and studies the problem of motivating teachers under the background ofperformance salary system. This paper has five parts. The first part is introductionincluding research background and research meaning, research conditions at home andabroad, research trains of thought and research methods, research contents andresearch framework, and core concept. The second part is background and contents ofperformance salary of the stage of compulsory education including the background ofperformance salary system, the main contents of performance salary system, and thepositive effects of performance salary system. The third part is the problems and thereasons that lead to these problems of WZ District of Chongqing including the briefintroduction of WZ District, the problems that exist during the course ofimplementation of performance salary system, and the reasons that lead to theseproblems. The fourth part is countermeasures to motivate the teachers under thebackground of performance salary system including lifting the level of the teachers’salary, adjusting the title structure, optimizing performance appraisal system,increasing the financial investment of the local government, and promoting the careerplanning of the teachers. The fifth part is a conclusion, and makes a brief summary ofthe total paper.
