Along with our country economy and the continuous development of society, theproblem of overall national’s low quality has been more prominent and it has become theimportant factors that inhibit social harmonious development. In2008, at the party’sseventeen people report comrade Hu Jintao pointed out:"strengthening citizenshipeducation, establishing the sense of socialist democracy and the rule of law, freedom,equality and justice". This was the first time to put out the concept of "citizenconsciousness" in our party’s National People’s Congress, and this topic immediatelybecame the popular issues concerned by the whole society.This paper firstly defined concepts such as citizenship education, citizenshipeducation in school and then according to our country psychologist Zhang Wenxin’s"Behavior-cognitive" model and survey data from the interviews, the author put forwardthe pupil citizen consciousness of "Behavior-cognitive" model. According to thisconstruction, the author designed the questionnaire about pupils’ citizen consciousness.Through the questionnaire reliability and validity inspection, the author used thequestionnaire of800pupils from Weihui city Houhe town center elementary school and thecentral education scientific research institute affiliated nanshan school to have a samplingsurvey. The results showed that there were significant differences between the total scoreand behavior part of the scoring of students’ citizen consciousness from the urban andrural.Based on depth interviews of serving teachers in Houhe town center elementaryschool and the central education scientific research institute affiliated nanshan school,theauthor found out the major factors that influence citizen education of center elementaryschool: one sided attention of Exam-oriented education; Teachers’ citizen consciousness isnot sound; The school and family lack of good communication; serious derailmentbetween the school and society. Research pointed out that we should improve school’scitizenship education from the following three aspects: deepening course of citizenship education; building the three-dimensional communication model among the school, familyand society; founding the atmosphere of citizenship education.
