Independent institute is a kind of newly emerging thing which is produced to meet the needs of our higher education scale’s rapid development. Just for a decade, in our country, hundreds of independent institutes get the same scope which it takes universities and colleges several decades to reach. These independent institutes develop at top speed and score great achievements, but at the same time, they face up to many problems, among which the issue of teachers is the most important. As common required basic courses in our country’s higher education curriculum, foreign languages education in universities and colleges make continuing development, creativities and reformation in many fields such as teaching ideas, goals, contents, means,methods,patterns and technical competence. But.for the foreign language teachers in these independent institutes, how will they cope with the foreign languages education’s new situations, criteria, requirements and challenges? So, the best approach to improving teachers’comprehensive quality of universities and colleges is to cultivate teachers. This paper, taking English department of T college as the example, makes analysis of the problems existed in teachers training, makes further analysis and study on how to design the training system of this department by applying training theories of human resource development and finally works out a training system in detail.This paper is consisting of5sections. The first section overviews the purpose of this topic, introduces the basic concepts of teachers training and the significance of the study. The second section presents some basic information of T colleage, makes general introduction about our country’s foreign languages teachers in universities and colleges, states English department’s teaching staff composition of T college and its current training situation. The third section finds out the existing problems in the training through selecting analysis means used in training requirement and analyzing the present training in English department of T college,puts forward coping solutions.In the forth section, the training system of English department teachers of T college is carried out according to the principles and steps applied in designing this system.This teachers training system’s enforcement and evaluation are made in the fifth section.This paper makes discussion and analysis on training requirement, training system design, training’s enforcement and evaluation aiming at providing reference for English department’s administrator of T college when they make a teachers training plan and drawing out more valuable ideas for the others departments teachers’training.
