| China’s family planning program is China’s basic national policy. Social management and public services is important in the future on the schedule of government. Interest-oriented family planning work is the creative achievements of China’s population and family planning. It played positive role in keeping low birth rate, and solving population problem. In Jianggan District during "Eleventh Five-Year" period, family planning benefit-oriented mechanism innovation has made remarkable achievements, by strengthening policy support and focusing on interest-oriented.Study on interest-oriented family planning innovation of Jianggan District is a necessary requirement of doing "people-oriented" family planning work, a prerequisite for building service-oriented family planning government agencies, the inherent requirements of the Hangzhou City, "the construction quality of life within a city "strategy, and the proper meaning of implementing the scientific concept of development and building a harmonious socialist society.This paper take Jianggan District of Hangzhou as a case to study Chinese interest-oriented family planning work. This thesis is demonstrated by the following framework:Chapter one is introduction of paper. The purpose, meanings and methods of the research is illustrated. Current research at home and abroad is introduced. The structure of this chapter and useful exploration is classified.Chapter two is about the concepts and theoretical basis. The research score is defined by describing the relevant concepts and theories.Chapter three is the comparison of innovative practice. It is based on the interests of the local government-oriented population and family planning innovative practice since the reform and opening up. Analysis of background and motivation of Jianggan District interest-oriented family planning has been conducted., And then the innovative practice is compared. Chapter four is about the performance evaluation. According to the findings on the Jianggan District, the evaluation is conducted in four aspects, such as degree of difficulty from innovation, economy, efficiency, effectiveness, equality, satisfaction and awareness, sustainability.Chapter five is about the plight and the reasons. According to the survey results, the plight and the reasons of Jianggan District interest-oriented family planning work is illustrated from five aspects..Chapter six is about improving proposal to solve the problem from the co-ordination point of view. Combined with the existing practice and theoretical results, six advanced recommendations of the Jianggan District interest-oriented family planning work has been proposed.In this paper, based on the theory of administration, sociology, demography and other related disciplines, theory of the interest-oriented family planning system is demonstrated using the method of field research, literature studies, comparative analysis, case studies and survey. Awareness and satisfaction of the Jianggan District-oriented family planning innovative work is analyzed using quantitative analysis method. More reasonable and feasibility suggestions are put forward in order to continue to improve the interest-oriented family planning work for the beneficial exploration. |
