The Innovation Research Of Benefit-oriented Mechanism In The Family Planning

China's family planning program is not only the most difficult matter, but also the most important matter. It is China's basic national policy. The benefit-oriented mechanism in the family planning work is a great innovation in Chinese population work. It is led by the country and involved by the whole community intending to compensate the personal interest to the maximum which is sacrificed for carrying out family planning. Then the new birth idea is set up and new birth culture is cultivated, and eventually, the goal of implementing birth control voluntarily will be achieved.In this paper, the benefit-oriented mechanism in family planning and its innovation is researched on the basis of theory and practice of Chinese family planning work, especially of "Ten preferential security policies for family planning" of Dongming County. It's divided into five chapters, as follows:Chapter one is introduction of the paper, expatiating the purpose, meanings and methods of the research and introducing current research at home and abroad.Chapter two describes changes and current situation so as to clarify the context of benefit-oriented mechanism construction from the embryonic stage to the institutionalization of reforming.Chapter three introduces the background and process of exploring benefit-oriented mechanism in family planning in Dongming county. It mainly analyses the reasons of its landslide in family planning work and the process of exploring benefit-oriented mechanism in family planning which is in the context of "exploring family planning ten issues"of Population and Family Planning Commission of Heze City together with "focusing on help to promotion" of Population and Family Planning Commission of Shandong Province.Chapter four narrates the content and operational efficiency of benefit-oriented mechanism in family planning of Dongming county. It mainly analyzes the specific content, characteristics and the results of interest-oriented mechanism of Dongming County with "10 preferential treatment, two guarantees" as the theme. The results achieved in practice and the major problems are also mentioned in the paper.Chapter five suggests counter measures of innovating benefit-oriented mechanism in the population and family planning work. Combining of the existing practice and theoretical results, the author put forward to the following innovative proposals as follows: to establish and improve various regulations and mechanisms; to innovate propaganda patterns; to improve the level of policy and technical services; to absorb each kind of fund participation widely; equal emphasis on rewards and punishments.We believe that with the continuous development of the socialist market economy, benefit-oriented mechanisms in family planning will be further perfected and improved, so that it will play an increasingly important role in population and family planning work as well as the overall economic and social development.
