Being an important part of the Party Cadres and bearing the responsibilities for training and bringing up millions of successors to carry on the cause of socialist modernization, leading cadres in colleges and universities, are now being put forward higher and higher requirements by the society. To construct high quality cadres becomes an urgent task for leaders in colleges and universities. To improve the quality of leading cadres in colleges and universities, needs not only to correctly implement the party’s line, principles, and policies, but also to improve the cadre system, regulations, guidelines and work rules and details. The system of leading cadres in colleges and universities includes selection, appointment, evaluation, supervision, education and training, incentives, and exchange of cadres in details. This dissertation intends to start with systematic construction, and then it analyzes in four chapters the present situation of systematic construction of leading cadres in colleges and universities. Based on the relevant information, the dissertation also points out several shortcomings while affirming merits of the systematic construction of leading cadres in colleges and universities as well as puts forward a proposal of improvement.The first chapter begins with the concept of colleges and universities, leaders, cadres, and the difference between systems and mechanisms. Then, it summarizes the function of strengthening the systematic construction of cadres in colleges and universities, more specifically, the function of distinguishing right and wrong, correcting errors, and developing the Party’s fine traditions, which plays an active role in deepening cognition of system, and in the process of pushing the system forward.The second chapter mainly introduces the development of systematic construction of leading cadres in colleges and universities and the experience from this development. Since the founding of new China, it has gone through five stages of this systematic construction. The first stage, up to now from the founding of the People’s Republic, the contingent of leading cadres in colleges and universities has begun to take shape by the end of1950s, and the cadre system has been initially established. In the second stage, the winding development begins from the late1960s and ends in the early1970s. The third stage lasts from the late1970s to the early1980s. The Party Central Committee and the Education Department promulgated a series of documents, and standardized the management system of cadres. Management system in colleges and universities has been gradually perfected. Then comes the next stage with further development of the leading system in colleges and universities. Ministry of education and Central Government attached great importance to the leading cadres in colleges and universities. With a series of programmatic documents being developed, Principal Responsibility System was finalized in the form of law. The fifth stage presents the maturity of the cadre and personnel system. Some basic experience has been accumulated in systematic construction of leading cadres in colleges and universities, from the aspects of deepening the understanding of the system, development with the times of the system, adhering to the party Constitution’s leading position, and perfecting democratic centralism. Since the establishing of the system, a large amount of basic experience has been gained and this system has been improved a lot after several decades of development.In chapter three, the author mainly discusses the shortages existing in the leading cadre systematic construction of colleges and universities as well as the reasons. First, the author analyzes the problems of the systematic construction, including selection and appointment mechanism, cadre training mechanism, check-up system problems as well as reappointment and party-government coordination problems of the cadre system; second, it dissects the reasons for these problems:administrative guidance from the superiors and social influence; subjective factors of the leading cadres of colleges and universities in the cognition of principle implementation; other reasons existing in the system including insufficient recognition on the system, problems of the leading cadres and the schools themselves, etc. Through an objective analysis on the shortages of the systematic construction and reasons, a clear direction is given for the proposals of rules and improvement of measures afterwards.In chapter four, the author gives some countermeasures and developmental proposals for the leading cadre systematic construction of colleges and universities. For one thing, the author puts forward some countermeasures:enhancing the implementation of the system of cadre selection and appointment including administrating schools in accordance with relevant laws and regulations, and in democratic and scientific methods; improving the construction of educational and training systems of leading cadres in colleges and universities containing improving cadre training system and enhancing cadre practical system; and perfecting cadre supervision and check-up system of colleges and universities involving perfecting the mechanism for supervision, check-up and punishment of cadres and coordinating the party-government relation of cadres of colleges and universities. Then the author provides some proposals from three aspects for the leading cadre systematic construction of colleges and universities:driving democratization by combining systematic construction and democratization process; making the systems meet international standards, getting rid of the’"officer" title of cadres in college and universities and cultivating global outlook; improving and carrying out headmaster responsibility system under the leadership of the party committee and truly achieving the concept of professors administrating the school.In the end, strengthening the systematic construction of cadres in colleges and universities needs to abolish the system of lifelong official post and cadre’s work style of paternalism. In the way, leading groups with higher political ability can be built gradually.
