National Plan for Medium and Long-term Education Reform and Development (2010-2020) proposes the target-"China will achieve the gross enrollment rate of higher education into40%by2020"."Mass education" poses a severe test to educational quality of universities and colleges, particular of education and teaching within various disciplines and professions. Whether universities can cultivate expertise with high-quality, depends largely on the professional level of educating and teaching. As the important factors of establishing education quality assurance mechanism of universities’ professions, professional accreditation plays a pivotal role in enhancing quality of higher education in the context of "mass education". At present, professional accreditation has been listed as an important content of "China’s Undergraduate Teaching Quality and Teaching Reform Project", and has become the focus of our government, schools and societies. Hence, the study on professional accreditation of university is absolute important. The thesis intends to review the status quo of professional accreditation of China’s colleges and universities, analyses the existing problems and their causes, proposes suggestions to further improve professional accreditation system of universities, hopes providing a theoretical basis for the establishment of the institutionalized and standardized quality assurance system of professional education, and for improving the higher education professional accreditation, further providing reference for the construction of education quality assurance system within universities and colleges.Section1, the thesis proposes, by taking the philosophical basis of implementing professional accreditation as the logical starting point, the intrinsic properties of professional accreditation which examines the external form of the realization degree of the professional accreditation goals and regards professional value as the subjective factual judgment; analyzes the special values of professional accreditation which examines the effectiveness of knowledge transference and does not regard the certification results as the terminal; and suggests that professional accreditation’s values of the "social-based","discipline-based" and "student-based" determine the implementation goals and direction.Section2and Section3, the basic conditions of implementing professional accreditation, the existing problems and causes are analyzed. Firstly, the study suggests that the current professional accreditation does well in certifying engineering education, and its scope has been gradually extended to other areas of expertise. Secondly, the government provides related policy support for professional accreditation. However, the management tendency of certification agency and utilitarian values of universities are dominant during the process of implementation: certification tendency of emphasizing on school but profession causes the deviation of the professional accreditation goals; conflicts between the single and diversified professional accreditation affects the process and performance of professional accreditation, resulting in professional educational quality can not be effectively guaranteed.Section4, the thesis analyzes, by studying the professional accreditation system of U.S. universities, the purpose and significance of implementing professional accreditation during the U.S. universities, induces the characteristics of voluntary, self-discipline, democracy and independence of U.S. universities, the set of institutions to learn from U.S. colleges and universities of system, suggests that China can learn from the professional accreditation of U.S.Section5, on the basis of American experience, the thesis explores ways and means to improve the professional accreditation system, trying to provide new ideas for our colleges and universities to establish a professional certification system from the perspectives of government, society and university, combining with the reality of our country.the thesis explores ways and means to improve the professional accreditation system, trying to provide new ideas for our colleges and universities to establish a professional certification system from the perspectives of government, society and university, combining with the reality of our country. Government should adhere to the scientific concept of quality as the guiding ideology, establishes relevant laws and regulations, develops diversified certification standards; normative and statutory social intermediaries should be encouraged to establish, participation and supervision of non-governmental multi-forces, long-term mechanism of interaction with the employer should be established.
