Higher vocational education is an indivisible part of the higher education, at the same time, because higher vocational education is tightly connected with economic and social development, it is an important event that relates to national policy and people’s livelihood. So, in the context of higher education paying more attention to "college valuation", in order to guarantee the rationality of profession establishment in high vocational technology school, to defend the independence and autonomy of occupational education, to highlight the special property of occupational education, setting up and perfecting professional certification system of higher vocational education has been mentioned frontier of the theoretical and empirical research, leaving no room for doubt. This research puts forward finally some thinking to perfect our country’s system of higher vocational education, using documentary research, comparison research and history analyze,on the basis of summing up engineering professional certification’s characteristics of America and Germany, contrasting our country’s problems currently, and carrying on introspecting to the problem.The thesis is totally divided into six parts. The first part is the specific introduction of reason, meaning, study present condition, thought and method, innovation and crux of this thesis. The second part mainly defines the higher vocational education, profession and professional certification, clear the connotation of higher vocational education professional certification, thinking that the higher vocational education puts great emphasis on attestation process, to promise and continuously improve quality of related profession’s educational plans, to raise college efficiency and help the nation be inline with international norms. Third part is the argument of necessity and basis of professional attestation. The fourth part explores the present situation and characteristics of engineering education professional certification, roughly from certification bodies, certification procedures, certification standards and so on several aspects. The fifth part mostly shows professional attestation present condition and rethinks profoundly our country professional attestation problem. Sixth part puts forward some thinking to perfect our country’s professional certification system of higher vocational education, on the basis of comparison America and Germany with our country, corresponding to professional certification problems in our country.
