The Dilemma And Future Of Social Work In The Street Disabled Vocational Rehabilitation Center

With the development of social work, more and more fields related to it, and many units also set up the position of social work. It began to play an important role increasingly in the disability field. In order to reach the goal that "everyone enjoys rehabilitation service", the street comprehensive vocational rehabilitation center for disabled person were set up in many cities. It provides disabled person in this area with self-care training, rehabilitation training, day care service, vocational skills training and protection employment. According to the current situation, Shenzhen has set up55vocational rehabilitation centers. In order to provide more professional service for disabled person, it learns from Hong Kong in the staff allocation and every vocational rehabilitation center has set up the position of social work. However, how the work is going? Whether it meets with some difficulties? This is a question worth our thinking. This paper takes Shenzhen vocational rehabilitation center as an object, using the methods of on-site interview and case analysis, analyzing the difficulties of the work in the current vocational rehabilitation center and reasons of the difficulty situation, thus puts forward the countermeasures and suggestions of going out of difficulties.At present, the research of disabled vocational rehabilitation of social work is almost in blank. Through interview and the writer’s practice, the first-hand data and analyzing of the data are took on in this article. First, the current situation research found the following problems:the less time on launching work, obstacles of communication, low cognition of social work and the effect is not satisfactory. Second, the main reasons of current situation are:position administratively, low publicity, low flexibility, the quantification of the post service index and the low professional skills of social workers. Finally, according to current reasons, the writer puts forward the following suggestions:to establish special clerical staff, reducing the burden of social workers, and increasing the time that social workers launching professional work; to increase publicity of social work, letting the service objects know about the social work services, and seeking for help in time according to their own needs, letting colleagues recognize social work, and help social workers to carry out work actively; to arrange the position of social work in flexibly, instead of limiting social workers within the framework of rehabilitation center, but giving full play to the comprehensive ability of social workers; to clear different positions of social work, separating the duties between ones that participate in rehabilitation center management of social work and ones that only engaged in social work, giving full play to the different positions of social work; to improve social workers professional skills in themselves, providing more professional and efficient services; to train the direct leaders on social work knowledge, only the leaders understand the conception and value of social work correctly, the social work can plays an important role. The study on the development of street rehabilitation center and the whole disabled field of social work has significance in theory and reality.This paper is divided into five parts:The first part is the introduction. Mainly includes the putting forward of problem, the aim and meaning, review, mentality of the research and measure explanation; The second part is the current situation and dilemma of social work in Shenzhen vocational rehabilitation center. Taking Shenzhen as an example, through interviewing study objects, collecting and analyzing the interview materials, understanding current situation and dilemma of vocational rehabilitation center; the third part is reasons that caused vocational rehabilitation center in dilemma. It mainly analyzing why problems exist in the social work of vocational rehabilitation center, and what the reason is; the fourth part is out of the dilemma of rehabilitation center. Social work intervention has an important meaning to the service of vocational rehabilitation center for the disabled service. The social work has a lot of trouble at present, but can be going out of the dilemma by exploring and giving full play to the position of vocational rehabilitation center. The fifth part is epilogue and introspection. This part is summary and outlook of the above content of the paper, and explaining limitations exists in this research.
