| Early in2004, Premier Wen Jiabao has proposed Wuhan to be the bellwether in the Rise of Central China Plan. Now, eight years passed, in the new twelfth five-year plan the Vigorously Promoting Central China is emphasized again. As a regional key city in the Rise of Central China Plan, Wuhan naturally got more extensive attentions. If Wuhan wants to take the lead in this period, she must hold tightly pulse, brace up and keep the pace of the society. Moreover, nowadays, in the wave of industry transfer, Wuhan is facing the chance of great process again.At present, the forth industry transfer on a global scale is brewing and its scale and aggregation are more prominent and obvious. According to the data, since2007the service outsourcing of international market reached112trillion dollars; this market is still growing at a rate of30%annually. Moreover, as the acceleration of the process of economic globalization, the scale of industry transfer is expanding and its aggregation is reflected on territory aggregation and industry aggregation. The territory aggregation is presented as manufacture industry transferring and modern service industry transferring. However, with a larger scale and a more complicated industrial structure, the value of human resources are more and more important than the natural resources, the transportation and the government policy. Due to the unbalanced distribution of regions of Chinese economy, university graduates are declined to move to the eastern coastal regions, which lead to a human resources deficiency in the middle and west. This condition is harmful to the development of Wuhan economy and her undertaking the industry transfer.From the view of industry transfer, chapterl of the paper is about current domestic and overseas research for topic selected, and makes a declaration of study background, meaning, contents, train of thoughts, method, framework, innovations and shortages.
