To accelerate the development of poverty-stricken areas and then make them get rid of poverty is the objective requirement of the construction of a new socialist countryside and the inevitable requirement of building a socialist harmonious society. Thereinto, the serious unbalanced development makes the conflict of the contiguous destitute areas more prominent. The Hefeng County in this thesis is exactly one of the eight contiguous destitute areas in Enshi Tujia and Miao Autonomous Prefecture. It is typical and representative in these poverty-stricken areas in China.Capability fostering mainly relies on education. In a sense, education development is the only way to get rid of poverty. China has never stopped the pace of education reform. For the middle school students in these areas, their own virtue, physical and mental development is not perfect. Attending university is nothing but a career stepping stone to those students in developed areas. To those students in poverty-stricken areas, they must face the pressure of survival. What they lack is a long-term plan, the career plan. This thesis studied on the education status quo of Hefeng County. A questionnaire survey and interview with102students and40parents was conducted in two classes of ninth-grade in North Town School in Hefeng County. These students are between15to17years old, and all of them are rural students. This subject contains these pupils and their career planning ability. This thesis is divided into five parts. The first part describes the purpose and significance of this research, introduces the education status and career planning in poor areas, and the research methods and processes which taken in the thesis. The career planning theory of middle school students is introduced in the second part. This theory includes the value of life, career theory and mental model of career. The third part proposes the concept of educational poverty in allusion to education status quo in Hefeng County. It also recommends career planning actuality of local students. Implementation of the questionnaire and interview with parents and students is conducted in the fourth part. In this survey, I try to understand their inner world and help them to establish the correct life value, and then train them to build career planning in their middle school years. Through these questionnaire and interview, I find that the lack of educational hardware facilities and the local actual situation has a direct affect on reduced investment in education. Students have a general lack of ideals and the concept of career planning. It’s difficult for us to find out the momentum which supports them to invest in education. By studying this example of Hefeng County, imbalance in allocation of educational resources has been brought to light. Corresponding possible solutions has also been provided in this thesis.
