The country officially carried out the special planning of directional enrollment of key universities in face of poverty-stricken areas(hereafter referred to as “special planning” in this paper) in 2012 to solve the problem of little source of students of key universities from rural areas. Object of study in this paper is “special planning”. Carry out value analysis to “special planning” and analyze rationality and practical significance of “special planning”.China is an agricultural country as well as an educational country. Rural education is an important link in education system of China. In early years of the ne w nation, national economic development planning puts “efficiency” in the first place to develop the economy rapidly and enhance comprehensive national strength of country, thus economy and educational business in city being flourishing and rural education lagging far behind city. After entering into the 20 th century, the education difference between city and countryside was obvious. The country increased the investment into rural education and provided preferential policy to poverty-stricken areas to promote educational equality. With party and government paying close attention to rural education, whole proportion of source of students of college students from rural area increased. It seems that fairness problem of education in city and countryside gets remission from the surface, but research data shows that proportion of source of students from rural areas in key universities does not increase and it seems to have the tendency to decrease. Due to gradability of university education and wide difference of rate of return to education, unfair phenomenon of education still remains serious. The country officially carried out the special planning of directional enrollment of key universities in face of poverty-stricken areas(hereafter referred to as “special planning”in this paper) in 2012 to solve the problem of little source of students of key universities from rural areas.Object of study in this paper is “special planning”. First, summarize the preferential policy of college entrance examination carried out s pecific to undeveloped education situation of poverty-stricken area in middle and western part, and take America, Finland, Korea as example, analyzing relevant policy of foreign country to promote educational equality and its enlightenment to educational e quality business of our country. Second, theoretical basis of this research is Rawls' fairness and justice theory, educational equality theory and educational compensation theory. Carry out value analysis to “special planning” and analyze rationality and practical significance of “special planning”. What's more, carry out attribution analysis aiming at realistic difficulties, such as reverse discrimination problems arising during implementation of “special planning”, policy loophole showed during practical operation of policy and excursion of policy purpose during implementation. Finally, to realize smooth implementation of “special planning”, put forward reasonable suggestions from three aspects, that is, theoretical foundation to stabilize “special planning”, operation procedure of optimization policy and establishment of educational development long-term mechanism to assist in the implementation of policy.
