Analysis On The Phenomenon Of "NCEE Immigrant" And Governmental Containment Policy

Along with the continuous development of market economy and a sharp increase inpopulation mobility among various regions, our country’s previous household registerpolicy has also become flexible. The phenomenon of “college entrance examinationimmigrants” came into being under such a background. At the preliminary stage, it’s justan exception and then become a universal phenomenon which drew a lot of attention.Governments at all levels also put forwards relevant polices of occluding the immigrantsfor NCEE.This article analyzes “NCEE migrant” phenomenon and relevant governmentalpolicies in policy terms mainly with documental method and theory analysis. The authoralso employs the theory of educational policy to explore the rationality and feasibility ofgovernmental policies. It is mainly composed with four parts:Overview of “NCEE migrant”. At first, it’s to give a definition of “NCEE migrant”and describe its present status. Then, this article will introduce main methods andcategories of “NCEE migrant” and make a brief introduction of its main characteristics.Analysis on cause of “NCEE migrant”. The author will set out on immediate cause andtheory to analyze the cause of “NCEE migrant” and try to find corresponding solutionsOverview of governmental polices of occluding the immigrants for NCEE. This partis divided into central policies and local policies. And it will take Hainan Province forexample to see governmental policy changes and impact on “NCEE migrant” in HainanProvince.Analysis on governmental policies in policy terms. From the perspective ofpolicy-making, this article is engaged in exploring rationality and feasibility ofgovernmental policies and offers some suggestions.
