Previous academic researches on the educational problems of the children of urban migrant workers focused on the fairness of their compulsory education, and the researchers looked deep into the policy factors in these respects. The fundmental conlusion that followed was the the government should be responsible for the children of this group, ensuring them the right for the basic education.In the present "county-centered" mode of education system, multi-interest groups have emerged in terms of the problems of migrant children’s education. The essence of these problems is the conflict between demand and supply in the multi-interest pattern, therefore, in the process of offering these children compulsory education, the best solution to the problems is to form a brand-new policy arrangement on the basis of the gaming between muli-interest groups. While the materialization of the government’s responsibility is the key to this co-ordination system. As for the government, only with full consideration of the diverse benefits can the related policies and measures bring good effect.The author discloses the present problems in the implementation of related policies and finds out the causes after careful investigation and study. On the basis of a series of theories such as gaming theory, migration theory and the like, the author predicts the blueprint of the urban population structure, economic development, demand and supply of educational resources, thus constructing a framework of future educational policies for the urban migrant children.Through careful research on academic reviews, analysis of the causes and essence of the problems,gaming between grassroot governments, multi-interests groups of gaming, publicity, and optimization of interest, the author discloses that the education problems of the urban migrant children are quite complicated, concerning various aspects.The academic review shows that domestic scholars began to study this problem in the 1990s, and many articles have come out on this issue. A lot of study and analysis are conducted from the maco-view and mico-view. The author looks for good ideas on the solutions to the problem by learning from international experience such as American and Spanish policies on education of migrant children.The author seeks breakthrough over the original ideas and framework. Beginning with the angle of benefit-gaming, which involes the sources of the problem, conflicts between different interest groups, the author attempts to construct a sustainable balance between the demand and supply, thus satisfying the need of different groups in the benefit gaming.While dealing with the causes and essence of the problems, the authors gives three reasons why "benefit analysis method" is used.First, policies and interests are closely related.Second, the policy implementation is influenced by certain interests.That is to say, in reality, implemenatation of policies and offendence are two oppisite forces. Third, the inevitabe conflicts between different interest groups account for the possibility of the inefficiency of policies.As for the section of gaming playing between grassroot governments, vertical and horizontal benefit relations emerge in the course of local governments’ "common control". The author takes a close look into the gaming relations between grassroot governments, thus finding out the fundamental interests of the policies aimed at the urban migrant children.As for the aspects of benefit groups in the gaming, which invloves the governments and the targets, the author wonders whether there is a limit to the "inflow" government’s responsibility. If yes, where the limit is is a big concern. Compulsory education is non-profit, but in practice, school runners of the migrant children have to consider more than charity and moral obligation, they have to put cost and profit into consideration, which seems to go against the public welfare of the compulsory education.On the level of publicity, the author probes into the relationship between governmental information and varied interest groups, and he stresses the influence of information on the right of these children and their families. Understanding of " their own interest" depends on adequate infornmation. Otherwise, they only know what they need,but they don’t know what they are entitled to.In the section of interest optimazing, Currently, governments of all levels are sparing no efforts to provide free and quality education to migrant children,either because of charity or the stress from social consensus.However much remains to be studied on how to strenthen cooperation between all levels of governments to ensure a more balanced distribution of educational resources, to encourage local public schools to admit more migrant children. Meanwhile more channels and measures remains to be found in face of various challenges.
