On the conditions of enrollment fees and merged system in colleges and universities, how to identify poor students has turned into the core in student financial assistance and the focus on harmonious campus. Having engaged in student financial assistance for many years, the author finds that the previous procedures and systems to identify poor students have many defects and shortages in practice, which cannot objectively reflect and assess difficulty degrees of applicants. At present, there have a variety of ways to settle this problem, but there are no uniform standards or models with the lack of comparability. From current social economic conditions, a way which accords with reality and is operable enough is urgently needed so as to solve the problems emerging in the identification. This is also the preliminary work for the following student financial assistance. Therefore, the study identifying poor students has important practical significance and social value.This dissertation builds on the literatures concerning current procedures and systems about idenation of poor students. Regardless of revenue targets, the author’s purpose is to research building elements of the system in the identification, and to find methods which are able to classify applicants directly. On the basis of Ideological Origins of poor students, the author looks at the issues of the existing identificaiton and the improving means from a historical perspective, applying analytic hierarchy process (AHP) and fuzzy evaluation method to build mathematical model of the identification, and then finding operable systems and methods. The paper studies:First, index system must be built based on strict selection of each index, in particular the actual situation, the historical development of environmental and socio-economic conditions of the stage for students being considered. The data collection in this index system and assessment reference mainly ground on Statistical Yearbook in recent years. Second, evaluation process has been innovated. Before the identification was from classes to department or institution and college or university, but now student working group, calculating group and representative students of classes composed of class leaders and ordinary students gathered together, obtain one-time result available for inspection of student financial assistance, which is unnecessary to make assessment results known to the public any longer, thus simplifying the procedures and preventing the privacy of applicants exposed.
