The Research On The Policy And Implement Of College Student Financial Assistance

With the reform of Chinese higher education system and the expansion of the scale of higher education, the group of college students from poverty stricken families has been growing. Meanwhile, the increased higher education charges year by year also make the poor college students’ problem become increasingly prominent, which is now the hot spot of the whole society. The large number of poor college students, not only affects the poor students in their academic, but also gravely influenced the stable development of higher education and social harmony. Therefore, the government has adopted a series of measures to help poor students, for example, the scholarships, the grants, the student loans, etc. Thus a preparatory college students’ financial assistance policy system has been established, trying to achieve" to prevent a students drop out of school due to poverty. Even though, the problem of poor college students is still serious. The College Student Financial Assistance Policy is not perfect, and the work of college student financial assistance needs to be strengthened.The thesis firstly commenced from the college student financial assistance policies, listed its development since the foundation of China, and then analyzed the current funding policies and methods, studied the set up, background, conditions, and various limitation of the different funding pattern; Secondly, the author selected three universities in Kunming in Yunnan Province, conducted a questionnaire survey to research the cognition, acceptation, evaluation, and proposals of college students on the financial assistance policy. The interviews were also conducted to a dozen poor college students whom had been supported by the funding policy, so as to understand the detail of their views and recommendations on the work of the funding policy and funding work. At the same time, the author interviewed the staffs who were in charge of the financial assistance work in the University and got numerous data about the implementation of the policy. At last, based on the collected information and survey data, the author deemed that China had already established a effective college student financial assistance policy system, including the varies methods, the widen cover area, and the increasing funding amount. However, there were a lot of deficiencies remained: poor students cannot be reasonably identified; the assistance emphasized on economic aspects, ignoring the psychological help; lack of participation of social forces, etc. Be targeted to address these deficiencies, the following methods could be adopted:the establishment of a scientific and rational poor students identify mechanism; the combination of financial assistance and psychological help; the encouragement to social forces to participate in college student financial assistance; the establishment of the college students credit system. Thus the college student financial assistance system could be improved.
