Since 1980s, with the practice of reform of higher educational system, the cost of higher education evolved into being changed by society, government and the educatees together. In the background of China's economic development, the problem of poor students in independent colleges, which are responsible for their own profit and loss, charge more expensive and do not enjoy the national financial allocations, is more prominent. Some families have difficulty in paying their children's tuition and living expenses. With higher education developed from elite education to mass education and with the increase of education cost, the scale of poverty stricken students in independent colleges is growing. How to protect the rights and interests of poverty stricken students in independent colleges and achieve the true sense of education fairness is a hot issue in our country and society. Analysis and comparison of the poverty stricken students' financial aid policies in general colleges and independent colleges in different regions. At the same time, based on the support policies of foreign countries, the problems of the fair loss in the practical operation of the poverty stricken students system in Independent College are analyzed in this paper. Through analyzing the case of student financial assistance policy in Jingjiang college of Jiangsu, this paper puts forward suggestions, proposals and relevant supporting measures to establish and perfect the poverty stricken students system in Independent College.
