Nowadays, China is in a period of great and profound changes. The rapid development of science and technology make education increasingly competitive. In this rapidly changing, highly competitive and complex environment of the grim situation, the study of school principals in decision-making capacity in China is imperative. Recognizing the importance of decision-making can not represent that the school principals decision-making capacity can be increased naturally. Because decision-making is a science of leadership, decision-making capabilities include rich content and requirements. Principals decision-making is the principals decision-making on the basis of theoretical guidance, in support of the relevant decision-making system, follows the use of scientific decision-making procedures and methods, pays attention to prevention and to avoid making errors, fiercely determined to achieve behavior process of policy objectives.Principal decision-making ability has the characters of the scientific, strategic, uncertainty and randomness; predictive ability, creative ability, determination skills, adaptability and affordability are the manifestations of principal decision-making capacity. Principals decision-making capacity is not only the key primary of ensuring healthy growth of middle students and pupils, the effective protection to promote the full development of primary and secondary school teachers, to enhance the internal needs of the taste of running school, but also an important criterion for assessing principal leadership. However, principals decision-making capacity is also affected by a number of factors, such as the social environment; the influence from social, political, economic and cultural; school environment, development, school environment, and the internal factors of principals, political ethics, education theory and management, these factors impede the further improvement of the principal decision making ability.Therefore, to truly improve the decision-making capacity of the school principals, the first is to follow the discipline of education and teaching, based on the decision principles of scientific, democratic, system, aging, classification, contrast optimization; the second is to create the decision-making system of information, policy-decision, policy-making, implementation and feedback, to maintain objectivity in decision-making; the third is to improve the decision-making process, pay attention to the ability of identifying problems, to use scientific decision-making methods, to develop appropriate rules and regulations, to reduce the rate of making mistakes, to enhance efficiency of decision-making, to reinforce supervision of principal decision-making; the last is to enhance political literacy of the principals, to strengthen personal moral quality, to enhance the theoretical knowledge of education and culture, to reinforce practical training, to emphasize the democratization of decision-making, to mast decision-making art, to carry on regular professional training, then can improve decision-making capacity of principals.
