The Central Commission for Discipline Inspection of the Communist Party of China andThe Organization Department of the Communist Party of China Central Committee jointlyissued “the bulletin of twelve typical cases involving violation against the regulations forselecting” on Aug.23,2010, The Organization Department of the Communist Party of ChinaCentral Committee and the Ministry of Human Resources and Social Security of the People’sRepublic of China jointly published “the bulletin of issues about violation recruitment andemployment in some local public institution” on April6,2011. The key-words of “cadre’sposition”、“backgrounds and guanxi” attracted the public’s attention, and has become the keyfocus of public opinion.As the mobile and investitive process of individual capital and social capital for attaininga cadre’s position and its career resources, cadre’s occupational attainment also is a dynamic“matching” process of material and spirit for individual and cadre’s occupation also with itscorresponding positions. A latest investigative data by Horizon Research Group shows thatbecause of the system security and welfare protection the cadre’s occupational attainmentowned compared with other models of human resource selection, it has become theindividual’s first career choice to work in the party and government organizations or thestate-owned units under the current employment system. So, as the most concerned andfocused field of employment, the phenomenon such as ‘competition among fathers’、‘backgrounds and guanxi determinism’ arose constantly in the real process of cadre’soccupational attainment is incompatible with the current system of cadre’s selection andappointment, which has brought the public opinion into an uproar.Taking the cadre’s occupational attainment for example, the paper selects the utility ofsocial network based on SD as the subject under the backgrounds above. Meanwhile, takingthe cadre’s position of state sector as the research object, we analysis the utility played bysocial network in the process of cadre’s occupational attainment through theoretical analysisand system simulation in depth. Following the logical reason and chapter structures asprolegomena、retrospect and review of relevant theory、resolution of the individual’s socialnetwork in the process of cadre’s occupational attainment、the construction of and analysis model on social network’s utility based on SD、model simulation and analysis of the socialnetwork’s utility、conclusion and prospect, drawing on the above research, some managementimplications can be presented as follows:(1) We should draw more attention on the subjective and objective track of cadre’soccupational attainment. To make the individual achieve cadre’s career success, enhance theircareer happiness and satisfaction, and ultimately achieve the win-win development ofindividual、organization and society.(2) The perspective of social network under the broad sense and system view is helpfulto explain some negative effect phenomenon in the process of cadre’s occupational attainment,evaluate the social network’s utility completely、objectively and dialectically, and furtheraccurate positioning the role played by social network through promoting social publicperception of social network phenomenon in the process of cadre’s occupational attainmentarise from single level of the representation perception to mutil level of the essence.(3) The effective role social network played in cadre’s occupational attainment relies onthe continuous improvement of system and policy、the continuous progresses of society andthe establishment and general recognition of health values of social network, and thenpromote the shifting process of acquaintance society of ‘Chaxu Geju’ based on theconsanguinity、 region in traditional Chinese society from narrow angle transportationgradually to strangers society (also known as neutral network) of ‘Unit pattern’ based on thecontract and equality thought in modern society from generalized perspective.(4) We should grasp the principle and ‘degree’ between the emotional role-based socialnetwork and functional role-based social network, so as to actively avoid the negative effectof social network caused by the ‘broken window effect’ and the ‘domino’ effect, which willalso influence negatively the development of individual and organization in the process ofcadre’s occupational attainment.
