Educational assessment is one of the three major research topics in the field of education, the other two are the foundation of education theory and educational development. China Shanghai middle school students in mathematics, science and reading assessment projects involved in the testing for the first time in2009by the Organization of Economic Cooperation and Development (OECD)’s Program of the International Student Assessment (PISA) achieving to the first place among the test countries aroused widespread interest in China’s basic education. This is not only a great affirmation of the achievements of China’s basic education, but also put forward new requirements for how to build adapting basic education monitoring system, make policy to serve and develop the basic education. Quality is the lifeline of education and improving the quality seems to be the most important task in the future of education reform and development, in the mean time, proposing from the National education reform and development of long-term planning programs (2010-2020) to enhance the educational quality is the key to reforming and developing the education. In order to improve the quality of education, the world’s developed countries have carried out a lot of domestic and international basic educational monitoring and evaluation cooperation projects. China’s basic educational monitoring and evaluation is in full swing to carry out as the establishment of center of basic education quality monitoring and assessment from central to local. And it also made a great achievement in monitoring and evaluation.Monitoring and evaluation of basic education’s quality includes a lot of content, one of the most important part is the students’ academic level monitoring. Yunnan Province, actively exploring the strategies monitoring and evaluating the quality of basic education, especially the monitoring and evaluation of students’ academic level, has been monitoring a number of pilot in Kunming Y County and achieved good results. In this paper, it has researched on education monitoring and evaluation theories with theoretical research and practical experience of monitoring and evaluation of basic education at home and abroad, the decision-making orientation theory as a starting point, therefore selecting the CIPP model of basic education school level monitoring and evaluation system as the basic researching model and monitoring and evaluation of Y County fifth-grade math academic level by choosing paper test and questionnaires as the monitoring tools, statistical software as analysis tools. The level of basic education academic level monitoring and evaluation system established based on the CIPP model test measured in Y County fifth-grade math academic standards and provide useful data for policy-making based on the evaluation results.In this paper, educational monitoring and evaluation of the relevant theoretical knowledge to build Yunnan basic education school level monitoring and evaluation system used to do a preliminary study, and propose to the idea of building the level of basic education school results and policy recommendations and monitoring and evaluation system of Yunnan Province,...
