The afterschool trusteeship service of the elementary school in Shanghai has been started from1980’s. The main function of the original service is to keep the children who lived far from school safe in the school till their parents get off work and take them back home.However, with the fast development of Chinese economy, the parents asked more and more excess function of afterschool trusteeship service. The related programs in every school had become some kind of training program which charged the parents with high service fee.In2006, Shanghai government has issued the’integrated education fee’policy, which directly result in the closure of most public afterschool trusteeship programs. Therefore, the afterschool time of Shanghai’s pupils had become a’vacuum time’ which received protection neither from parents nor from schools. Considering the off work time of Shanghai’s parents almost after5pm and most elementary school end their service before4pm, this situation brings high risk of the safety and other social problem of Shanghai’s pupils.Facing the big potential market of the afterschool trusteeship service, a lot of profitable programs emerged. However, through our investigation and research of H program, a typical profitable afterschool trusteeship program, we find some reason to question the legality, teacher’s qualification, the turnover rate and students’safety of this kind of program. It seems not a advisable choice to use a free market as the fundamental solution of the afterschool trusteeship problem.We can divide the needs of parents concerning the afterschool trusteeship service into four different levels:protection, keeping, guidance and education. From this point of view, the market of afterschool trusteeship should also have three divisions:the keep-safety program which should be held mostly inside the public school, the guide-homework program which depend on the resources and the teach-training program which should mostly be held by profitable institutions.To make the afterschool trusteeship market better, we need the join forces all sides, among them the role of the government is crucial. On one hand, the government should issue more specified policies to regulate the profitable afterschool trusteeship programs. On the other hand, the government should also improve the support of the programs inside school to ensure their public welfare orientation.
