In current years, the importance of human resource management based on thecompetency has been noticed by people progressively, competency model has been convertedinto a burning region of explore of workforce executive in our country, which in companywith the economic growth and the renovation of the human resources system, the restitutionof the theory of management. Competency model, is capable of endorse the staffing,assortment, teaching, presentation management, disburse management, and other systems ofthe responsibilities in the course of workforce executive, with the purpose of arrangement ahuman resource scheme with tactical and forceful consequence, and to improve theassociation ’s proficiency in the long run.The opening of1990’s up to now, the education teaching souk and personal schools havehurriedly urbanized in China. As the majority significant reserve,teachers of educationaltraining Industry has be converted into the most significant dynamic in the enhancement. Thegenerally superiority of teacher educational training business for the survival and enlargementhas a considerable influence. As a result,the thought of competency-based human resourcemanagement for the area of educational instruction,institution of characteristic educationaltraining teachers turn out to be the capable arrangement of the business of its significanthypothetical and Sensible consequence.Competence theory, using the method of combining normative and empirical analysis,training institutions, teacher competence and job performance theory and dynamic teachers inthe school for more than10years of the five training schools on the basis of the questionnaire,screening and classification of assessment targets take full account of the customerRelationship indicators and indicators of humane care of the students, the establishment oftraining institutions, teacher competency model, analysis of training institutions, teachersqualified for the relationship between force and job performance, the proposed traininginstitutions, teacher competence and job performance model suggestions.The main findings are as follows:1) In this study, prepared by the training institutions, teachers’ job performance scale andtraining institutions, teachers competent force table "has a good construct validity and high internal consistency reliability; the reliability of the test scale, two total scale coefficient of0.915and0.891, show that the consistency of the questionnaire higher reliability; validitytesting using LISREL software confirmatory factor analysis, results show that x2/df-together indicators (1-3), indicating that the goodness of fit, model validity is better to beverified.2) By theoretical analysis and expansion of the traditional teacher competency model todetermine the initial scale of the training institutions, teacher competence. Using principalcomponent analysis, also delete the polygraph subject and identify the subject of low,eventually extracted17of the five factors: personal characteristics (initiative, objectivity,ability to reflect, efficiency), characteristics of achievement (social awareness, innovation,inspiration awareness), social interaction (effective communication, respect for others,responsibility, and encourage others), knowledge characteristics (expertise, skills, expertise,information gathering) and accepted characteristics (tolerance, frustration tolerance,emotional stable).3) The empirical test of training institutions, teachers’ job performance by jobperformance, human performance, work performance and quality performance dimensions.Combination of domestic and international model of teachers ’job performance and trainingindustry experts, consulting, build a model of teachers’ work performance to customer needsand services as the main training institutions, including pre-class preparation, teachingeffectiveness, after-school follow-up, the concern of problem students and the quality ofteaching and communication and cooperation15.4) Opening up the connection between competency and job performance of teachers inteaching foundations, by deterioration psychoanalysis and path analysis confirmed the most ofpredicting path between competency and job performance. The results show that: Traininginstitutions, teacher competence on various dimensions of job performance is inconsistent.Personal traits job performance job performance, job performance has a direct positiveprediction, indirect positive effects on the humanities performance; characteristics ofachievement of the Humanities and performance have a direct positive prediction; socialinteraction of the Humanities and performance directly or indirectly positive predictive effecton job performance has a direct positive prediction; have a direct positive effects on theaccepted characteristics of the quality of performance; knowledge characteristics showed adirect positive predictor of job performance and quality performance.
