In recent years, it is the empowered education that makes the poorschool reform being highly effective in Shanghai. With the perspectiveof new institutionalism, this single case study attempt to analyze whatthe characteristic of institution implementation is and which factorsaffect the process of institution implementation.Single-case embedded design was used in this study. In order tomake the study being reliability, diverse sources must be collectedthrough different means, such as interviewing, observation,questionnaire survey, aimed to grasp the process of institutionimplementation. Based on the qualitative data analysis and thecorrelation theory of new institutionalism, this study may drawconclusions below:(1) After empowered education, the implementation of institutionwas focused on the formal institutions and the informal institutions,which both of them influenced how school conditions to change;(2) The major forces that were from a contractual team and a localmanagement team incur the implementation of institution in this casestudy; the former was the initial force and the later force guaranteecontinuities of school change;(3) From the beginning of empowered education, reasonable andeffective implementing measure has influenced the effect of institutionchange. It was usually adopted to organize regular meetings, distributeinstitution text and have informal discussion.(4) In this case, institution imitation was the effective way toimplement institution. Although it began with imitation, independencedevelopment of this school still can’t be ignored.
