Transition from early childhood Phase to Primary education is abasic and common educational problem all over the world, also is oneof the important educational research topics in the world. The influenceof transition not only exists in primary education but also in the whole lifeof each child. The successful transition is the basic request of childrencontinuity development. People has been paid more attention to thetransition to school in the preschool education field of The United States.Having a research which is from a educational policy perspective onthe development of transition school in the The United States, to knowmore about the development the main content and characteristics oftransition to school in different social backgrounds, may give us acompletely understanding of early childhood education in the UnitedStates, and also we can learn and lessons about it.There is two parts in this study: first, from1980s to1990s, which isunder the control of the conservative ideology of the Reagangovernment, A Nation at Risk: The Imperative for Educational Reform isthe most important policy and educational reform began then on. Thecharacteristics of transition is “quality first” and emphasize children’sknowledge and experience. Second, from the end of1990s till now, wediscuss the policies and implemented by George W. Bush government.The provision of transition becomes more scientific and rational. Forexample, it stress not only children’s knowledge and experience, butalso children’s social and emotional development. It lies on children’ssustainable development and the transition is mutual and multi-layerprocess. It claims that no child left behind and pays more attention tothe education fair.From the development of transition in The United States, we canlearn lessons: first, the preschool education development is due to the government’s legislative security and financial support, so, the transitionin The United States is becoming more and more scientific and rational,but there is also some problems need to settle. We should treat topicsdialectically.
