China has been developing into coordinated development in material, political and spiritual civilization, and a new stage of constructing a harmonious socialist society since reform and open. With the process of building the harmonious socialist society, people has been realizing that the development of civic education and training present citizens are the import factor of promoting the social harmonious progress. College students are the new troop to build the social harmony. As they enter into the society, their civil qualities will affect on the social development directly. Therefore, College students’civic education is not only the need of developing the socialist political civilization, but also the need of civic morality, which is compatible with the development of socialist market economy, and is the need of building the socialist harmonious society; furthermore, is the intrinsic requirement of college students’development.However, the situation is unsatisfied that contents of education have deviations, the goal is not clear, the way is single, the method is stereotypical, and the effect of education is lower, etc. Reasons of this situation are various. There are historical and educational reasons, such as lacking good social atmosphere, lacking systematic citizens’education, attaching more emphasis on theories than practices, not full using reasonable resources to train and cultivate citizens’behaviors, and so on. In the learning of content system construction of present college students’civic education, new period colleges’civic education and education research on ideological and political theory are important parts that concerns not only individual psychosomatic perfection, but social integrated development and progress. Colleges are the cradle of training higher specialized talents. In a certain sense, colleges cultivate qualified citizens for the society, which requires colleges pay close attention to college students’civic education. Therefore, constructing the content system of the present college students’civic education is the objective requirement of perfecting college ideological and political theoretical education, and is the urgent need of improving awareness of rights and obligations of college students and enhancing their sense of social responsibility.This paper precisely takes this as a basic point, explains background, implications, current situation, and methods of civic education’s research. According to a number of literatures and materials, take points of historical and theoretical development to trace the origin of the citizen and college students’civic education. Therefore, this paper stats the urgency of carrying on the college students’civic education. From various aspects of the market-economy development, Material economic and political civilized development, and harmonious society construction, this paper analyzes the necessity of realizing college students’civic education, finds out several problems in this period, and analyzes reasons, and then summarize existing problems in college civic education, and advices on the content system construction of college students’civic education. This not only enriches and develops the basic theory of college students’civic education, but direct practices on college students’ civic education in a certain sense.
