"Village Merge"Research In The Perspective Of Urban-rural Integration

Rural reform and development has been the difficult and crucial point of our social and economic development. In the context of "New socialist countryside construction","Urban-rural integration","The hook policy about increasing urban construction land and decreasing rural construction land","village merge" came into being."Village merge" is an important measure to crack urban-rural dual structure, balance urban and rural development, accelerate new rural communities construction and promote urban-rural integration. The reform of village merge in Shandong province walks in the forefront of the country. Qihe Country, as a "village merge" pilot unit in Dezhou city and a "rural community construction demonstration country" in Shandong province, the village merge reform and practice have achieved some result, and quickly became the focus of attention of the whole society, causing wide discussion. In the vigorous discussion and action of village merge, opinions are wildly divided, including attitude and views of the experts and scholars, as well as advocate and claim of the media and public.With regards to this, this research wants to know the basic situation about village merge in Qihe Country through literature collection and field research. Study found that, for village merge, Qihe Country’s rapid economic development lays the economic foundation; Government guidance and related policies provide the political guarantee; Rural economic development and peasants’ desire to live in city make village merge is urgent and necessary. According to "three steps" overall strategy, namely, propaganda mobilization stage, villages merger and election stage and community construction stage, Qihe Country village merge. It brings great change and influence for Qihe, improving the integration of urban and rural public services, promoting the development of rural urbanization, rural industrialization and rural communitization, upgrading the integration of urban and rural community management level.In the implementation process, Qihe Country gave guidance according to local conditions to, explored three village merge types:Expansion and radiation of urbanization merge pattern represented by Dongsong community, whose characteristic lies in identity change due to location advantages. It takes "rural urbanization" development path with the problem of peasants’citizenship; Enterprise project driven merge pattern in Yongfeng community, whose characteristic is land concentration because of enterprise expansion. It takes a "rural industrialization" development path with the problem of landless peasants’ re-employment; Executive-led merge pattern represented by Nanbei community, with the characteristic of population concentration owing to executive power. It takes a "rural communitization" development path with the problem of peasants’ production and life after living in buildings.The practice and exploration of village merge in Qihe Country provides experience and enlightenment for other areas. First, government dominant is the fundamental guarantee of village merge and urban-rural integration. Second, adjusting measures to local conditions is the fundamental principle of village merge and urban-rural integration. Third, peasant-oriented is the basic power of village merge and urban-rural integration. Fourth, software and hardware development is the fundamental approach of village merge and urban-rural integration.In conclusion, the author thinks that we should keep to "executive-led, peasant-oriented" development way in the future village merge. At the same time, village merge is the important measure and exploration of promoting new rural communities construction, is the effective carrier and platform of building urban-rural integration. We must make sure village merge’s exemplary role and potential effects on new countryside construction and urban-rural integration.
