Relying On The Cultivation Of Reserve Officers In Common Colleges And Universities Of China And The United States Mode

In the new tide of the revolution in military affairs, the form of war has gradually been transfered to the information warfare. Knowledges and technologies have gradually become the dominant elements of combat. The military contest reflected more a contest of high-quality military personnel. To explore the path to victory, countries have to broaden the training ways of high-quality military personnel so as to obtain a head start in the future military contest. In order to enhance the military talents reserve in our country, the Military Commissions has over the years taken a number of measures surrounding the training of military talents, such as adjusting the structures of higher education institutions, raising the standard of training, and recruiting college graduates into the army.These measures have achieved good results. However, in the face of new situations and new tasks, the growth of our military cadres is still not able to serve the need of military modernization. Therefore, new ways of fostering talents must be explored.It is common practice around the world to foster military talents with the human resources and advantages of national education, among which the Reserve Officer Training Corps of the United States is the one with the longest history. After years of development and improvement, it has formed a complete system, which plays a pivotal role in the training of military talents. At present, the fast development of higher education in China has provided excellent opportunities and conditions for fostering high-quality military cadres. Therefore, to develop our National Defense Students system which is still at its initial stage, it is of great theoretical and practical significance to learn the successful experiences of the US Reserve Officer Training corps.This thesis, after reviewing the elements and evolution of National Defense Students in China and the Reserve Officer Training Corps in the US, makes a comprehensive comparison of their patterns and policies, analyzes the shortages of the training pattern of our National Defense Students, and puts forward a number of proposals on the basis of learning the lessons of the US as well as according to the situations of our higher education and army building, looking to contribute to improving China’s training pattern of National Defense Students.
