With the development of science and technology and the development of information technology, the war situation is changing rapidly, the importance of national attention to the military construction and the demand for national defense personnel is getting higher and higher. The system of national defense students is one of the important means to strengthen the military construction in our country. National defense students is one of important sources of reserve officers in China, our military construction and national defense development important reserve force, national defense students training quality for our country in future war and defend defense in grasp initiative and victory is an important factor that affects the one. The evaluation of cultivation quality of national defense students, is an important means of monitoring and management of national defense students' education, also is an important basis for the selection of defense personnel. It is also an important way to improve and improve the quality of national defense students.Based on the integration of the relevant literature, this paper introduces the basic concepts related to the quality evaluation of national defense students, focuses on the analysis of the comprehensive quality of national defense students should possess, and the evaluation of the training of national defense students in H university is analyzed, and the existing problems are found out. The primary index system for evaluating the training quality of national defense students in H University was constructed, and the key of the indexes were selected by using the GEM, to solve the problems existing in the training quality evaluation of national defense students in H University from the evaluation criteria and indicators. An evaluation model based on the difference between the two types of aggregation operators is established, and an empirical evaluation of the quality of national defense students in H university is carried out, to solve the problems existing in the training quality evaluation of national defense students in H University from the evaluation method. Finally, according to the analysis and empirical evaluation results, the relevant countermeasures and suggestions are put forward to improve the quality of national defense students in H University.
