On The Analysis Of The Present Situation And Path Of Our College Accountability System

College Accountability System originated from America.The main purpose is toseek the balance among the government、college and public service.At present,ourhigh education has developed fast,universities come out of the plight of “ivorytower”and come into the core of the socity.Its service functions are more and moreprominent.Universities’ position has been improved,people’s expectiton also has beenenhanced. At this point,the accountability system is introduced from the field ofadministration to the education.At present,lots of colleges are committed to buildingthe Accountability System,in order to improve the management effectiveness andpromote the sustainable development.The article takes College Accountability as the center,it has been based on thedevelopment of national colleges and foreign experience and has made some feasiblecountermeasures.From the “Accountability”and “Accountability System”,the articlemakes a specific interpretation of the “College Accountability System”to us andmakes clear the five elements:subject、 object、 content、 procedures andconsequence.It explores the theory of College Acountability through the theory ofunifying the power and responsibilities etc and describes the necessity and theprinciples of the implementation.It has made a analysis of the status of CollegeAccountability System,including results and problems.It also has explored the causesof problems from various angles,mainly including the spread of the traditional“offical position”,the dislocation of the role of the government and college and thebureaucratic constraints three demensions.It analysizes the foreign practice model andtry to draw useful lessons.The article absorbs the foreign experience and combines itwith the problems of our implemention,on this basis,the article has proposed the pathto implement our College Accountability System:Enhance the normative of theoperation of the accountability;Make the accountability body realizemultiple;Promote the information of college disclosure;Cultivate a new culture ofaccountability;Improve relevant protection mechanisms.
