With the reform of higher education of teachers' appointment system reform and the further reform of university counselors' looms, appointment system of university counselors as the backbone of ideological and political education and the leader of the college students'healthy growth, it plays a decisive role in the college development. Facing the new situation and new tasks, the country is paying more and more attention to the university students'ideological and political education. So the appointment system counselor team building has been becoming a challenging new research.Besides the common features of ordinary counselors, appointment system counselor has the low stability,the legal consciousness weak and so on that own to its particularities. Because the appointment system itself is a double-edged sword, if we don't weigh the pros and cons, seeking truth from facts but implement all what, we not only expand the gap between the compilation and the appointment workers, but also deviate from the original spirit of implementing the appointment . In the instruction of the appointment counselors, we have made some achievements, however, there are more or less inevitable questions in this process. So we should start from the reality of the university, proceed step by step, advance gradually and entrench oneself at everyone step, and take into account the relations of the scientific research, teaching and social services. So we can promote the construction of the university counselor team.Based on the literatures and questionnaire survey to the appointment system of university counselors, the paper analyzes a series of problems, for example, the low coefficient stable of team exist, low professional level, relative low ability, weak awareness of contract and so on. And we take the measures actively with the developing and diversity perspective that fit the construction of the appointment system of the university counselors: posit the university counselors'role reasonably, establish and perfect the security system, implement and perfect the system of equal pay for equal and so on. According to this, we hope that we can improve the stability of the appointment counselor team. Strengthen the teachers'morality construction, culture the learning ability to improve their ability and quality. Meanwhile, adhere to the psychological contract management to promote the contract agreement management, etc. In the new situation, how to take effective measures to guarantee the sustainable development of appointment counselors has become a new topic for us to research.
