As a policy reflecting a kind of schooling concept and educational notion of Chinese universities, the implementation of the universities Self-determined enrollment is strongly influenced by the bounded rationality, however, it is neglected by the universities in the course of enrolling new students. Professors who took part in the Self-determined enrollment in a Hunan university in2011participate a survey by using self-compiled questionnaires. The results of the survey show that the policy-makers are strongly influenced by the bounded rationality. A further survey of the students enrolled in the Hunan university in2007also shows that university should admit the existence of the bounded rationality. According to the surveys and analysis above, as one of the pilot universities of the self-determined enrollment, the guiding idea of its self-determined enrollment of the Hunan university, that is, chasing the optimum conditions, is infeasible. There are some problems need to be solved urgently during the implementation guided by this idea, and the university should realize the importance of the bounded rationality. These problems are mainly reflected in the following respect:the universities take the complete rational "homoec-onomicus" as their principle, making the standard of talent selects too broad and similar to manifested the university characteristic and the idea; The supervising mechanism is imperfect causes the policy-maker easily to make the wrong behavior decision; the level of policy-maker’s decision-making is not high; Also lack of investigation about self-determined admission students. Therefore, to make sure recruiting the satisfactory and appropriate talents, the universities should respect bounded rationality and abandon the complete rationality which blindly chases the optimum conditions. What’s more, the universities should make necessary improvements in the following aspects:setting up the decision information support system based on talent assessment system; increasing the transparency of Self-determined enrollment and improving the supervision mechanism; establishing a long-term training system for the personnel who takes in charge of Self-determined enrollment; establishing a normal tracking evaluation mechanism on the students enrolled in the Self-determined enrollment program.
