In China such a populous developing country, the population on the economy, society, resources, environment and other areas has had a significant impact. Therefore, the population issues always aroused great attention by the party and the country. By sorting out the history of the family planning policy, we clearly found that the decade before the "Cultural Revolution"(i.e.1956-1965) was obviously a special transitional years. For the then Chinese leaders, the population problem during this period is a major challenge. For dealing with population issues, they do not have much experience, so the party’s policy of population growth experienced thought and the process repeated twists and turns. Through this period the population of the Party ideology and policy of the history of fertility research and in-depth analysis of the contradictions of this period specificity, we can generalize experience and a lesson better, and it deepens in realistic understanding to a policy and recognition.This article mainly uses the historical materialism the methodology, puts the Communist Party of China population thought and the birth policy’s development evolution in this special historical background to carry on the inspection, the analysis, with the aim of obtaining conforms to the historical actual conclusion. From the research perspective, this is not limited to the population of the leaders of individual ideas, but focus on the population thought the whole party inspection. This article and not only satisfies rightly the birth policy succession variation process combing before the ten years of "the Great Cultural Revolution", but comes up from the whole the research party’s population thought and the birth policy relatedness, the systematic characteristic. Research on fertility policy is not merely the level of the central file, but further analysis of local understanding of the central policy and implementation, and effectiveness of their attempts to make an objective evaluation. Therefore, an overall grasp of the above discussion, the evolution of the trajectory of a comprehensive awareness programs, to better grasp the laws of their own development planning is a very important practical significance, and inspired us to think of some deeper problems.
