In recent years, college enrollment, the scale of higher education continues to expand the number of poor college students also will increase the effective funding of poor students in universities is also of concern. In order to prevent college students drop out of school due to economic poverty, our country set up and improved the funding mechanism of the Poor College Students’. This is related to the sustainable development of China’s higher education. To reflect on the problems of the poor students of China’s colleges and universities funding mechanism, and further research to improve university funding mechanism, is both a study to explore theoretical issues, but also a practical significance of practical work.Reciprocal rights and obligations of philosophy is the consciousness of modern citizens of the most essential value of this study to the rights and obligations for the perspective, the research colleges and universities of poor students, the core is the basis of equality of funding the main recipients object, clear the rights and obligations of both parties, and ultimately contributed to the improvement and sustainable development of the funding mechanism of the poor College Students. In this study, on the basis of the analysis in the literature, first define the relevant concepts of the poor students in the law described the relationship between rights and obligations. Secondly, from the perspective of the rights and obligations of the Introduction to the historical development of the funding mechanism since the founding of New China, Poor College Students. The focus of this paper is that the rights and obligations of the problem of imbalance in the current funding system. For funding sources, funding the object identified method, aided way functional effects of the role of funding arrangements affect the four aspects of problem analysis. Finally, according to the above analysis and elaboration, from the point of view of the rights and obligations, the protection of funds, improve poor students identified mechanism to promote the effective combination of different funding formula, to play a funded educational function and other aspects of the corresponding countermeasures and suggestions to build funding mechanism to the poor students of China’s colleges and universities.
