Since1986China has proposed to implement the professional and technical positions employment system, the reform of the faculty employment system has more than20years. However, university personnel management does not really changed from identity management to post management, which the phenomenon of "tenure","seniority" and "inbreeding" is still prevalent. Therefore, how to crack the dilemma of development and accelerating the existing reforms has become the hot topic of the current of public administration and education academics. Based on this, this paper attempts to compare China-US faculty employment system, in order to find effective countermeasures to solve the problem from the operating mechanism and institutional basis.Research can be broadly divided into four parts:First, a brief overview of the development of the China-US faculty employment system to define the stages and the status; The second is a comparative study of faculty employment system in China and the United States, including the positions, procedures, employed management (contract management, examination and evaluation, wage and welfare), and summarizes their similarities and differences; The third is attributed the differences of the China-US faculty employment system to three factors on the basis of aforementioned comparison, which is the administrative management system, market economy and academic career development; The fourth is to set out the overall vision and specific strategies for advancing the reform of China’s faculty employment system.For this paper, the basic research methods are the comparative study and system analysis. The author try to use the multi-disciplinary knowledge (e.g. management, political science, institutional economics and higher education) to analysis and sort out the deep run law and value orientation of the China-US faculty employment system, which can help us to really build the faculty employment system that "the staff can be hired or dismissed, the positions can be go up or down, the salary can be higher or lower"...
