Globalization and informatization enforce the competition conditions between organizations, and we live in a silent but important era of change. In order to survive and develop, various types of organization can not ignore the existence of change, and should change with the conditions. Higher education is not exceptional. The aim of higher education is to cultivate talents for economic and social development, the high-quality teaehers is the important guarantee of realizing the benign development of the university and performing university function, so, these should change with the changing conditions. After our country was founded, the higher education of our country has been in the process of adjustment and change, and the management system was adjusted. The management changes of colleges and universities include changes of management ideas, the changes of management systems, and the changes of management measures. How to make a high-quality teaching staff is the important part during the development of university. The key of owning the high-quality teaehing staff is to build to accord with science practical theory of university teacher performance appraisal. This performance appraisal system not only unleashed teaehers’ potential, innovative, leading teachers for a higher step, but also in favor of the science progress and improving the university level and promote the development of colleges. so, it absorbs more study interests.Under this background this paper studies the problem of performance management of colleges. The author puts forward some views and opinions of performance management of colleges based on the environment that reform of cultural system and institution structure changes in our country.This paper has six parts, and the first part is introduction including study background, study meaning, study interview at home and abroad, and study contents and methods. The second part is general introduction of performance management, including definition of performance management, several theories of performance management. The third part is features, current situations and problems, including current situations of performance management, the problems that existed in performance management of colleges, and the reasons that lead to these problems. The fourth part is characteristics, objectives and principles of performance management of colleges,and establishment of a performance index system.The fifth part is the empirical analysis of S university in Heilongjiang province after learn the current situations of performance management of this college. The sixth part is countermeasures to improve the level of performance management.
