With the reform and development of higher education in China, more and more university began to explore the implementation of two level management system, and introduces the method of performance management, the domestic university started a school reform trend. The fundamental purpose of two grade management system of University, Institute of University of China is to play the one level management platform, better management and the teachers’ teaching and scientific research work enthusiasm, improve the level of running a school, and to improve the quality of education in schools. And this one, the performance management of college teachers is an important link, this article attempts to big background in our colleges and universities have to implement school, college two grade management system, to discuss the performance management mechanism of university teachers in China, analyzes and sums up some problems to be solved, such as the school, hospital, two teacher performance management responsibilities are not clear, light weight of performance appraisal of performance management, performance management, lack of communication in the process, teachers lack of effective participation, based on the theory of performance management, the use of literature analysis, AHP, factor analysis method, how to construct the college development strategy oriented, study on high performance of teachers’ performance management system management system of University and college level two, under, and explore the corresponding countermeasures..
