The world economic competition and comprehensive national power competition have become to the talents and national quality competition, meanwhile the new round of international competition focuses on the competition of the talent with science, technology and competitiveness and cultural quality. To cultivate the tip-top innovative talents in various fields becomes an important way of realizing the economic and technological development and enhancing the comprehensive national strength in current world of every country. The outstanding innovative talent is not only a leader in the innovation talent, but also the core and backbone in our country great talent team, and it is a leader on all fronts. So the outstanding innovative talents training, becoming a task of the various stages of education and the whole society, has a closer relationship with colleges and universities. Under the background of building an innovation-oriented country in China, colleges and universities especially high-level research universities should take responsibility of cultivating outstanding innovative talents. In recent years, a lot of high-level universities have undergone diversity exploration and achieved initial results in outstanding innovative talents training. However, to be honestly, we met the "bottleneck" at this stage of exploring the law of growth and training of outstanding innovative talents in universities. Cultivating the outstanding innovative talents is out of the traditional education’s capability. Finding out the growth and cultivation regularity of the outstanding innovative talents is the key of solving not only "Qian Xuesen’s Questions", but also the problem that our high education long-time-faced during its development. Therefore, facing the problems, identifying and correct analyzing the reasons and finding reasonable countermeasures and solutions to improve the ability of cultivating outstanding innovative talents in our universities has become imperative. This is the only way to supply outstanding innovative talents having both ability and integrity for our innovation-oriented country.Chapter one introduction mainly carries on the source, purpose, method, content and the research status at home and abroad of this article.The second chapter describes the basic concepts, definitions and the related theories of this survey. The third chapter is survey research. It surveys tip-top innovative talents by self-designed questionnaires in some key domestic universities. The investigation mainly includes the situation and current problems of the cultivation and growth of the tip-top innovative talents in domestic colleges and universities, and the relevant measures to speed up the training of innovative talents.The fourth chapter is comparative study. It discusses the training mode of the tip-top innovative talents in American, Japanese and German universities from the training objectives, training systems, teaching models, research training and culture environment respectively. Also it compares the training modes of three countries according to the five aspects, and obtains some applies to our situation.The fifth chapter analyzes the influence factors of development of university tip-top innovative talents. The growth of tip-top innovative talents depends on the interaction between internal and external factors. The author finds out the internal relation and regularity of a variety of factors by gathering the factors in one system.The sixth chapter studies the growth rules of university tip-top innovative talents. It discusses the specific contents of the external growth laws and internal growth, and concludes the growth rules of university tip-top innovative talents.In order to speed up the training of university tip-top innovative talents, the seventh chapter puts forward some highly targeted suggestions from four levels including educational and administrative departments, universities, teachers, and personal growth and development.In summary, based on the theory and practice, the author reveals the problems of the cultivation and growth of university tip-top innovative talents, analyzes the reasons for these problems, preliminarily summarizes the growth rules, and recommends the effective measures and solutions. This article not only enriches the theories related to university tip-top innovative talents, but also has the important practical significances which include promoting the development of tip-top innovative talents, improving university training level, accelerating university cooperative innovation, and speeding up the pace of building the innovative country.
