The 21st century is a new century dominated by innovation. Now new scientific technolological revolutions are bringing about great changes to man's economic and social life, China is on her way to a new modernized society . To meet the challenge of the new century , our country is in great need of innovative talents. So innovative talents training becomes the key to the idea of talents training.Innovative Talent is a historical concept with its social features. Innovative talents should have freely well-developed personalities and innovative spirit based on their all-round developed qualities. The innovative talents of modern society are in possession of these quality features:1. The knowledge basis both extensive and intensive.2. The everchanging abilities of adapting and practicing.3. Perfect individual personality and spirit of cooperation.4. Positive values and lofty moral concepts.5. Good health.The training of innovative talents depends on individual socialization and education. Education plays a leading role. Higher education is the main way of training innovative talents.Man is the product of environments. Innovative talents are also influenced by the environments, so colleges and universities' educational environment of a high quality is essential for training innovative talents. Colleges and universities' educational environment has its special structure and functions. The environment can be divided into two parts: one is the environment for training intelligence and abilities, the other is the environment for developing students' personalities and morals.Now the function of China's colleges and universities' educational environment has not been fully played yet. The construction of the educational environment is still not so rational. The environment needs to be reconstructed so that it can benefit the innovative talents training better.The entirety comes before the part. The entirely reconstructed colleges and universities' educational environment should be comprehensive, open and everchanging. The comprehensivness means the structures and factors of the educational environment should be constructed in balance and comprehensively in addition that the educational process be synthesized. The openness lies in three aspects:1. Break the boundaries of departments or subjects and share knowledge resources.2. Strengthen the socialization of higher education, it means strengthening colleges and universities' ties with the society.3. Open colleges and universities' gates to both internal and external society. Everchanging is the major modern feature of colleges and universities' educationalenvironment. The construction of the educational environment should be reformed in time according to the social development.The reconstruction of the factors of the educational environment should be in conformity with the principle of entirety. The first thing is about the reconstruction of the environment for training intelligence and abilities. The ways of it are as follows:1. Synthesize the subjects.2. Use modernized textbooks.3. Improve the teaching and scientific researching conditions.4. Create more chances of social work and practice.5. Put democratic management of colleges and universities into practice, create a better environment for students' ability training.As for the environment for developing students' personalities, the most important thing is to help the students develop their perfect individual personalities and strengthen their team spirit.
